The purpose of this guidance material is to assist national administrations in the timely planning for the introduction of international civil tilt-rotor operations. Tilt-rotors are part of the powered-lift category of aircraft. This manual does not address other aircraft within the powered-lift category such as vectored thrust or ducted-fan. It is, however, anticipated that this manual will be used as a basis for other civil powered lift as they approach design maturity.
