Provides guidelines for the implementation of a risk management programme within the organizational and functional units comprising a Local Authority in New Zealand and is applicable to Territorial Authorities, Regional Councils and Unitary Authorities. The elements for the risk management process, defined in AS/NZS 4360, are applied to the activities within a Local Authority. These activities have been divided into seven broad categories: governance, legal compliance, business risks, built assets, human resources, information systems and financial risk management.
