]]> The objective of this standard is to define a modular QoS measurement system in a competitive commercial context. The measurement is designed to estimate the end-to-end transit time quality of service given to the postal customer. The measurement can be set up domestically in each European country and cross-border between the European countries. This European Standard refers to a number of principles and minimum requirements to be applied for the measurement of the end-to-end transit time service-level of bulk-mail services. It is widely applicable for single-induction as well as continuous measurement applications. It provides recommendations on the comparability of different bulk mail transit-time QoS measurement results and their use as key performance indicators. This bulk mail standard has been developed from the requirements of EN 13850 Postal services – Quality of service – Measurement of the transit time of end-to-end services for single piece priority mail and first class mail. Both European Standards consider methods using a representative end-to-end sample of all types of addressed mail appropriate for their coverage.

Die vorliegende Norm kann für die Messung von Postdienstleistungen mit Vorrang angewendet werden. Laut Definition beginnt die Laufzeit "end-to-end" an dem Punkt, an dem eine Sendung dem Abhol-/Annahmesystem des verantwortlichen Postbetreibers übergeben wird, und endet an dem Punkt der endgültigen Zustellung, an dem die Sendung den Verantwortungsbereich des Postbetreibers verlässt. Das genormte Messverfahren für die Dienstqualität stellt ein einheitliches Verfahren für die Messung der Laufzeit von Ende zu Ende der Postsendungen zur Verfügung. ]]> This document defines a uniform structure and meaning for the information that fully represents postal rates for a broad variety of postal products in all mail categories. The postal rates definition is viewed as an important interface between posts and their customers and as such will benefit from standardisation. Such representation of postal rates allows automated systems to uniformly use postal rates as they are introduced for new products or updated for existing postal products by postal operators. A postal rate file (PRF) is an XML document which fully describes postal product rates. It contains all necessary and sufficient information for both postal operators and their customers to efficiently create, respectively acquire and update postal product rates. The structure, types and constraints of XML elements in an XML document are defined by an XML schema. The Extensible Postal Rates (EPR) schema is the XML schema that governs Postal Rate Files. This standard contains a complete description of the EPR schema, its hierarchical structure, information types and semantics of its elements. The standard neither defines nor constraints how postal rates are created by postal operators but rather provide a powerful and flexible tool that supports efficient rates definition and distribution. The standard also does not define communication protocols that can be used by posts to distribute postal rates files to their customers. Suitable communication protocols are typically well known and already standardised (for example: Web Services, File Transport Protocol, email, etc.).
