IEC 62106-9:2021 specifies the Radio Broadcast Data System (RBDS), which is an RDS-compatible variant used in countries of North America. RBDS was first standardized by the U.S. National Radio Systems Committee (NRSC) in 1993 and subsequently revised in 1998, 2004, 2005 and 2011 . With the publication of this edition of IEC 62106, the RDS and RBDS standards are now harmonized into a single document. The frequency range of operation (64,0 MHz to 108,0 MHz as indicated by the title of this document) varies according to regional regulatory authority. The U.S. range is 88 MHz to 108 MHz, as set by the U.S. Federal Communications Commission.

IEC 62106-10:2021(E) describes the Universal Encoder Communication Protocol – UECP. The UECP has as its primary objectives to satisfy the need for harmonized RDS encoder communication protocols and to facilitate the interworking of various RDS systems components, such as RDS servers, data bridges and encoders, regardless of the supplier. Furthermore, a harmonised network environment and encoder model is being maintained to facilitate the interchange of component parts of RDS network systems. These harmonized models and a universal layered protocol are specified, based on the ISO/OSI recommendation. The UECP encompasses all current RDS features including any new developments using the ODA protocol.

]Scope

1.1 General
This Standard establishes limits and methods of measurement of the immunity of radio and television broadcasting receivers and certain associated equipment to degradation of performance due to electromagnetic disturbances.

1.2 Applicability
This Standard is applicable to immunity of two classes of equipment from degradation of performance resulting from voltages and currents which are caused by electromagnetic disturbances, and which are induced within the equipment or in the external connecting cables associated with it; provided that the equipment is operated at the supply voltage, and in other respects in the manner specified by the manufacturer.

The two classes of equipment are

(a) all equipment designed for the reception of broadcast television or radio signals, and equipment designed for use with, and connection to, such broadcasting receivers, including but not limited to, video recorders, cable television converters, tape and record players and audio processing devices;

(b) equipment designed for the reproduction or amplification of audio signals from tapes or records and similar devices not intended for connection to broadcasting receiving apparatus.

This standard does not apply to interface equipment attached to the public switched telephone network.

INTERNAL IMMUNITY OF RADIO RECEIVERS IS NOT WITHIN THE SCOPE OF THIS STANDARD EXCEPT IN THOSE CASES WHERE ITS MEASUREMENT CANNOT BE ISOLATED FROM THE MEASUREMENT OF EXTERNAL IMMUNITY. (See Appendix A.)

1.3 Frequency Range
This Standard applies to electromagnetic disturbances having components in the frequency range from 0.15 to 1000 MHz.

Scope

This Standard provides radiofrequency requirements for constant and non-constant envelope emission digital radio equipment operating in land mobile and fixed services radiofrequency bands in the frequency range 29.7 MHz to 1 GHz with channel spacings of 25 kHz, 12.5 kHz or 6.25 kHz.
Categories of equipment within this range include—
(a) base, mobile, personal mobile and RF control stations operating in designated land mobile bands;
(b) fixed point-to-point and point-to-multipoint equipment operating in designated single channel fixed service bands; and
(c) personal mobile, fixed and repeater equipment operating in the maritime mobile service and used for on-board communications in the frequency band 450 MHz to 470 MHz.
NOTE: For operation of land mobile and on-board maritime mobile equipment in these bands, refer to the relevant authorities in Australia and New Zealand.
