This Standard specifies the characteristics and test methods for speedometer equipment used for displaying running speeds in driving cabs of rolling stock.

It does not apply to testing after maintenance of rolling stock by railway operators except for 7.1 d), nor does it apply to generator units not used for speed display in driving cabs.

NOTE: This Standard specifies the characteristics of speedometer equipment, it is not intended to be used for conducting the conformity assessment by itself.

This Japanese Industrial Standard specifies the general requirements and functional requirements for train control systems using radio communication [Japan radio train control system (JRTC)] that communicates control information related to safety on railways between the wayside and train using radio communication.

This Standard is also applicable to special railways such as guide rail type railways.

Functions of the train control system that ensure safe movement of trains or car (hereafter referred to as "trains, etc.") are divided into the following five functions:

a) Ensure safe route to prevent derailment or collision of trains, etc. at crossings, turnouts, or other locations.

b) Ensure safe separation of trains to prevent trains from moving outside safe route and colliding with each other.

c) Ensure safe speeds to prevent trains from exceeding speed limit or moving to a route other than the safe route and to keep safe separation of trains.

d) Ensure safe movement of trains passing through level crossings.

e) Ensure safe movement of trains against obstacles on the track, etc.

This Standard applies to a system with automated functions in a) to c).

However, it does not apply to automatic train operation without onboard staff.

Furthermore, this Standard also applies to systems that perform automatic operation regarding acceleration, coasting, and deceleration between stations and stopping within constraints of the above functions.

a) Ensure safe route to prevent derailment or collision of trains, etc. at crossings, turnouts, or other locations.

b) Ensure safe separation of trains to prevent trains from moving outside safe route and colliding with each other.

c) Ensure safe speeds to prevent derailment of trains due to excessive speed or to keep safe separation of trains.

d) Ensure safe movement of trains passing through level crossings.

e) Ensure safe movement of trains against obstacles on the track, etc.

This Standard applies to a system with automated four functions other than the e).

However, it does not apply to automatic train operation with operation staff 1) and automatic train operation without onboard staff.

Furthermore, this Standard also applies to systems that perform automatic operation regarding acceleration, coasting, and deceleration between stations and stopping within constraints of the above functions.

Note 1) Operation staff means onboard staff responsible for train protection, braking or making required signs for train operation.

ISO/TS 22163:2017 specifies requirements for a quality management system when an organization:

a) needs to demonstrate its ability to consistently provide products and services that meet customer and applicable statutory and regulatory requirements, and

b) aims to enhance customer satisfaction through the effective application of the system, including processes for improvement of the system and the assurance of conformity to customer and applicable statutory and regulatory requirements.

All the requirements of this International Standard are generic and are intended to be applicable to any organization, regardless of its type or size, or the products and services it provides.
