This Standard has two key objectives. The first is to create performance-based requirements that could be made mandatory through regulation, and a means of compliance in support of the mandatory requirements. The second objective is to take advantage of existing New Zealand and Australian Standards to articulate minimum requirements for all aspects of distribution networks covered by this Standard tailored for the New Zealand legislative and environment conditions. The Standard takes a risk assessment approach requiring hazards to be identified and either eliminated or reduced to As Low As Reasonably Practicable (ALARP) throughout the life cycle of the network system.
