This document specifies requirements for a chain of custody (CoC) of wood and wood-based products, cork and lignified materials other than wood, such as bamboo, and their products.

NOTE The term "material" will henceforth be used throughout this document to denote "raw materials and products from wood, cork and lignified materials other than wood, such as bamboo", as defined in 3.8.

This document is applicable to material that originates from different categories of input material and can be derived from mechanical, chemical, biological and/or thermal processing or a combination thereof.

A chain of custody relies on a control system to track and handle material throughout the entire supply chain or parts of the supply chain, including transportation, receipt, production, sale, resale and output declaration. This document is intended to enable tracking of material from different categories of source to finished products.

Furthermore, this document also specifies minimum requirements for input material.

This document is not applicable to forest management.

According to DIN EN ISO 17225-2 and -3 small beads of pressed wood (e.g. wood pellets, wood briquettes) are used both in the industrial sector for electricity production as well as in the private and commercial/municipal sector as combustible material for heat production. In Germany mainly wood shavings or wood chips from softwoods arising as sawmill residue are being used. During production of wood pellets different types of emissions occur (e.g. dust, gaseous and vaporous substances) that have to be reduced in accordance with the current state-of-the-art in order to avoid harmful environmental impacts. The standard describes the state-of-the-art for the production of wood pellets as well as the corresponding primary and secondary emission reduction measures. The occurring emissions are listed separately according to the single production steps. They are evaluated and the possibilities of avoidance resp. reduction are described in detail. Besides the emission to air other aspects such as noise protection, waste water, litter and energy efficiency are considered. The production of mixed wood pellets and/or pellets made of straw, grass etc. is not treated in this standard. Plants for production of wood pellets with an annual production capacity of 10000 tons or more require a permit only since 2013. As first technical rule this standard substantiates the corresponding specifications for air quality and, therefore, establishes the basis for the requirements determined by the new German Technical Instructions on Air Quality Control (TA Luft).

The standard describes the state of the art of combustion plants for burning wood and wood-based materials that contain wood preservatives or, as a result of a coating, halogen-organic compounds or heavy metals, and the resulting waste. Such installations are subject to the provisions of No. 8.1 of the Annex to the 4th BImSchV in conjunction with the 17th BImSchV. Installations and facilities for the combustion of wood and wood-based materials that are not treated with wood preservatives and do not have coatings containing organohalogens and heavy metals are described in standard VDI 3462 Part 4. Safety regulations and rules remain unaffected by this standard. Insofar as these systems fall within the scope of the Major Accidents Ordinance (12th BImSchV) as part of an operating area, additional measures not described in this standard may be required for safety-relevant system parts in individual cases. This standard is primarily addressed to operators and plant manufacturers of such combustion plants as well as the authorities responsible for licensing and monitoring.

The standard describes the state of the art of facilities and appliances for the combustion of wood and woodbased panels and in particular the emission control measures. The standard is referring to combustion systems with a rated thermal input from 1 MW to less than 50 MW. It applies only to fuels, which are free from wood preservatives and coating materials containing halogenated organic compounds and/or heavy metals. The wood assortment, which are allowed to be burned within the scope of this standard, covers untreated wood, industrial wood and/or used wood. As the emissions from the covered combustion systems are significantly influenced by the fuel quality, measures for ensuring a uniform fuel quality are also concerned.
