This document defines measurement methods recommended for
\nassessing the performance of Inter-RF Subsystem Interface (ISSI)
\nvoice services (IVS) provided by Project 25 (P25) Radio Frequency
\nSubsystems (RFSSs) interconnected in accordance with P25
\nstandardized ISSI functional services and protocols [1] and [2].
\nThe ISSI enables mandatory standard subscriber unit-tosubscriber
\nunit (SU-to-SU) and group voice services among subscribers
\n(including consoles) registered at different RFSSs. The normative
\nreferences define the ISSI functional services and protocols. The
\ninformative references provide an overview of the ISSI, including
\nidentification of relevant user requirements, and related
\nbackground information. The scope of this document is limited to
\nthe definition of measurement methods applicable to the functional
\nservices and protocols standardized by the normative
\nreferences.<\/p>\n

\nmethods that define measurement parameters and measurement
\nprocedures recommended for assessing performance attributable to
\nthe ISSI in the provision of P25 wide area voice
\nservices.1<\/sup> The purpose of this document is to make
\npossible meaningful comparisons of the results of measurements made
\nby different observers of P25 wide area voice services involving
\nthe ISSI. The intended users of this document include P25 voice
\nservice providers, equipment manufacturers, and end users. This
\ndocument may be used (1) by service providers in the planning,
\ndevelopment, and assessment of P25 voice services that meet end
\nuser performance needs, (2) by equipment manufacturers as
\nperformance metrics that will affect equipment design, (3) by end
\nusers in evaluating performance, and (4) by the Compliance
\nAssessment Program for use in evaluation of compliance with
\npublished P25 standards.<\/p>\n
\nvoice services are any SU-to-SU or group PTT call types that invoke
\nISSI functional services and protocols (i.e., when use of more than
\none RFSS is required for a particular IVS call scenario of
\ninterest). The term P25 wide area voice services<\/i> (or, in
\nthe context of this document, similar terms such as wide area
\ncall<\/i>) is used to emphasize that a principal role of the ISSI
\nis to increase the geographical coverage area for roaming SUs;
\nhowever, the ISSI more generally enables the interconnection of
