These requirements ensure<br \/>\nthat a compliant access terminal can obtain service through any<br \/>\naccess network conforming to this standard. These requirements do<br \/>\nnot address the quality or reliability of that service, nor do they<br \/>\ncover equipment performance or measurement procedures.<\/p>\n<p>This specification is primarily oriented toward requirements<br \/>\nnecessary for the design and implementation of access terminals. As<br \/>\na result, detailed procedures are specified for access terminals to<br \/>\nensure a uniform response to all access networks. Access network<br \/>\nprocedures, however, are specified only to the extent necessary for<br \/>\ncompatibility with those specified for the access terminal.<\/p>\n<p>This specification includes provisions for future service<br \/>\nadditions and expansion of system capabilities. The architecture<br \/>\ndefined by this specification permits such expansion without the<br \/>\nloss of backward compatibility to older access terminals.<\/p>\n<p>This compatibility standard is based upon spectrum allocations<br \/>\nthat have been defined by various governmental administrations.<br \/>\nThose wishing to deploy systems compliant with this standard should<br \/>\nalso take notice of the requirement to be compliant with the<br \/>\napplicable rules and regulations of local administrations.
