Introduction<\/strong><\/p>\n

General Overview<\/p>\n

The Connection Layer controls the state of the air-link, and it
\nprioritizes the traffic that is sent over it.<\/p>\n

This section presents the default protocols for the Connection
\nLayer. With the exception of the Overhead Messages Protocol, each
\nof these protocols can be independently negotiated at the beginning
\nof the session.<\/p>\n

The access terminal and the access network maintain a connection
\nwhose state dictates the form in which communications between these
\nentities can take place. The connection can be either closed or
\nopen:<\/p>\n

\u2022 Closed Connection: When a connection is closed, the access
\nterminal is not assigned any dedicated air-link resources.
\nCommunications between the access terminal and the access network
\nare conducted over the Access Channel and the Control Channel.<\/p>\n

\u2022 Open Connection: When a connection is open, the access
\nterminal can be assigned the Forward Traffic Channel, and is
\nassigned a Reverse Power Control Channel and a Reverse Traffic
\nChannel. Communications between the access terminal and the access
\nnetwork are conducted over these assigned channels, as well as over
\nthe Control Channel.<\/p>\n

The Connection Layer provides the following connection-related
\nfunctions:<\/p>\n

\u2022 Manages initial acquisition of the network.<\/p>\n

\u2022 Manages opening and closing of connections.<\/p>\n

\u2022 Manages communications when connection is closed and when a
\nconnection is open.<\/p>\n

\u2022 Maintains approximate access terminal's location in either
\nconnection states.<\/p>\n

\u2022 Manages radio link between the access terminal and the access
\nnetwork when connection is open.<\/p>\n

\u2022 Performs supervision both when the connection is open and when
\nit is closed.<\/p>\n

\u2022 Prioritizes and encapsulates transmitted data received from
\nthe Session Layer and forwards it to the Security Layer.<\/p>\n

\u2022 De-capsulates data received from the Security Layer and
\nforwards it to the Session Layer.<\/p>\n

The Connection Layer performs these functions through the
\nfollowing protocols:<\/p>\n

\u2022 Air Link Management Protocol: This protocol maintains the
\noverall connection state in the access terminal and the access
\nnetwork. The protocol can be in one of three states, corresponding
\nto whether the access terminal has yet to acquire the network
\n(Initialization State), has acquired the network but the connection
\nis closed (Idle State), or has an open connection with the access
\nnetwork (Connected State). This protocol activates one of the
\nfollowing three protocols as a function of its current state.<\/p>\n

\u2022 Initialization State Protocol: This protocol performs the
\nactions associated with acquiring an access network.<\/p>\n

\u2022 Idle State Protocol: This protocol performs the actions
\nassociated with an access terminal that has acquired the network,
\nbut does not have an open connection. Mainly, these are keeping
\ntrack of the access terminal's approximate location in support of
\nefficient Paging (using the Route Update Protocol), the procedures
\nleading to the opening of a connection, and support of access
\nterminal power conservation.<\/p>\n

\u2022 Connected State Protocol: This protocol performs the actions
\nassociated with an access terminal that has an open connection.
\nMainly, these are managing the radio link between the access
\nterminal and the access network (handoffs, handled via the Route
\nUpdate Protocol), and the procedures leading to the close of the
\nconnection.<\/p>\n

In addition to the above protocols, which deal with the state of
\nthe connection, the Connection Layer also contains the following
\nprotocols:<\/p>\n

\u2022 Route Update Protocol:This protocol performs the actions
\nassociated with keeping track of an access terminal's location and
\nmaintaining the radio link between the access terminal and the
\naccess network. This protocol performs supervision on the
\npilots.<\/p>\n

\u2022 Overhead Messages Protocol: This protocol broadcasts essential
\nparameters over the Control Channel. These parameters are shared by
\nprotocols in the Connection Layer as well as protocols in other
\nlayers. This protocol also performs supervision on the messages
\nnecessary to keep the Connection Layer functioning.<\/p>\n

\u2022 Packet Consolidation Protocol: This protocol consolidates and
\nprioritizes packets for transmission as a function of their
\nassigned priority and the target transmission channel.<\/p>\n

The Air Link Management Protocol, its descendants and the
\nOverhead Messages Protocol are control protocols. The Packet
\nConsolidation Protocol operates on transmitted and received
