Energy management programs – Guidelines for definition and analysis of energy and cost savings

Provides guidelines to enable organizations to identify the most cost effective method of reducing their energy costs. The user is advised on how to assemble and formalize records of past energy consumption and costs and how to project such data to future periods of interest with variations according to different fuel tariffs. The Standard then guides the user through the preparation of energy cost and consumption forecasts in the same format as the base case projection but using data from energy use and cost saving proposals. The financial evaluation of the base case projection versus the energy saving proposals is performed by using AS 3595-1990 Energy management programs – Guidelines for financial evaluation of a project. Typical proformas for the recording and analysis of data are given and a case history from an actual project, which demonstrates the use of the proformas and AS 3595-1990, is appended.
Scope
This Standard describes guidelines that enable energy users to analyse proposals for cost savings devised as part of an energy management program. This is achieved by manipulating fuel tariffs, load factors and the predicted effects of plant or building changes to provide standardized projections and forecasts comprising the energy cost data required for financial evaluation in accordance with AS 3595.
NOTE: Examples of suitable tariff tables for the collection and display of data and an actual case history to illustrate the practical use of the method are given in appendices.
