This document defines the BCMCS<br \/>\nservices and architecture. The Stage 1 requirements for the<br \/>\nBroadcast-Multicast Service are specified in [1]. The major purpose<br \/>\nof the BCMCS is to allow optimization of the cdma2000 radio<br \/>\ninterface for delivery of BCMCS content stream(s) to one or more<br \/>\nterminals in one or more regions of an operator&#039;s network. The<br \/>\nnetwork operator can control each BCMCS Content Stream with regard<br \/>\nto accounting aspects, regions of the network where the BCMCS<br \/>\nContent Streams are available to various users, and encryption of<br \/>\nthe content of Multicast IP Flow(s) to protect against unauthorized<br \/>\nreception. IETF protocols are widely employed whenever possible to<br \/>\nminimize the number of new protocols required and to maximize the<br \/>\nutilization of well accepted standards.<\/p>\n<p>&#034;Shall&#034; and &#034;shall not&#034; identify requirements to be followed<br \/>\nstrictly to conform to the standard and from which no deviation is<br \/>\npermitted. &#034;Should&#034; and &#034;should not&#034; indicate that one of several<br \/>\npossibilities is recommended as particularly suitable, without<br \/>\nmentioning or excluding others, that a certain course of action is<br \/>\npreferred but not necessarily required, or that (in the negative<br \/>\nform) a certain possibility or course of action is discouraged but<br \/>\nnot prohibited. &#034;May&#034; and &#034;need not&#034; indicate a course of action<br \/>\npermissible within the limits of the standard. &#034;Can&#034; and &#034;cannot&#034;<br \/>\nare used for statements of possibility and capability, whether<br \/>\nmaterial, physical, or causal.<\/p>\n<p><sup>1<\/sup> &#034;cdma2000\u00ae is the trademark for the technical<br \/>\nnomenclature for certain specifications and standards of the<br \/>\nOrganizational Partners (OPs) of 3GPP2. When applied to goods and<br \/>\nservices, the cdma2000\u00ae mark certifies their compliance with<br \/>\ncdma2000\u00ae standards.
