Introduction<\/strong><\/p>\n

This document defines core network protocols and procedures for
\nsupport of the Broadcast-Multicast Service (BCMCS) for
\ncdma2000\u00ae1<\/sup> networks. This document defines the BCMCS
\nservices and architecture. The Stage 1 requirements for the
\nBroadcast-Multicast Service are specified in [1]. The major purpose
\nof the BCMCS is to allow optimization of the cdma2000 radio
\ninterface for delivery of BCMCS content stream(s) to one or more
\nterminals in one or more regions of an operator's network. The
\nnetwork operator can control each BCMCS Content Stream with regard
\nto accounting aspects, regions of the network where the BCMCS
\nContent Streams are available to various users, and encryption of
\nthe content of Multicast IP Flow(s) to protect against unauthorized
\nreception. IETF protocols are widely employed whenever possible to
\nminimize the number of new protocols required and to maximize the
\nutilization of well accepted standards.<\/p>\n

"Shall" and "shall not" identify requirements to be followed
\nstrictly to conform to the standard and from which no deviation is
\npermitted. "Should" and "should not" indicate that one of several
\npossibilities is recommended as particularly suitable, without
\nmentioning or excluding others, that a certain course of action is
\npreferred but not necessarily required, or that (in the negative
\nform) a certain possibility or course of action is discouraged but
\nnot prohibited. "May" and "need not" indicate a course of action
\npermissible within the limits of the standard. "Can" and "cannot"
\nare used for statements of possibility and capability, whether
\nmaterial, physical, or causal.<\/p>\n
